I hope this doesn't sound dumb but if someone owns land in more than one state does that mean they can vote in each of those states?

We are of the opinion, the only dumb question is one not resolved either by your own research or by asking it in a proper forum, such as this.

Though local laws should answer such questions, the general understanding is, each person can only participate in an election of any specific person or Act once, but that does not preclude any person from properly and timely participating in all elections they may have right to so participate in regardless of how many states they are landowners in.

This would apply equally whether your question relates to Corp. State, Corp. U.S. or original jurisdiction United States of America elections.
