Though it is apparent from the Federation papers and other articles of the time, we cannot at this point give you a direct citation to that understanding. The concept is not difficult to see from their writings though. It is important to remember these men were well recognized as self-governing sovereigns. That principle often goes unmentioned because it was well known. They recognized that government could not simply usurp authority. That was in fact the principle error of the Articles of Confederation; they identified the independent states as sovereigns as well. As time went on those states began usurping authorities the people had not specifically given them. That is the reason the Articles of Confederation were doomed to fail. The bottom line: the people are individually sovereign, thus, to allow Democracy as a form of government is to say that the mob can rule over the individual’s rights even though no one in the mob has the authority to give the mob that authority. Therefore, Democracy is the most despotic form of government on the planet. By the same token, they properly acknowledged that the democratic process for elections of government officials and for passing lawful acts is the only proper and fair way to do it. The democratic process allows the sovereign people to cast their voice, but to extend to that process the unlimited usurpation of power, even over law, is a violation of almost everything we hold dear as God given inherent rights, constitutionally secured. Thus, the only proper form of government for a free people is that of a lawfully set Constitutional Republic. The federation papers as a whole make this perfectly clear and we agree.
